The advantages and disadvantages of privatization as well as legal and economic considerations are addressed in a listing of 131 published journal articles and books covering issues relating to privatization of American Corrections.
Abstract
Specific topics covered include justice entrepreneurship in a free market, public employment and democracy, privatization of public series, private sector response to the government's failure to control crime, inmates' evaluation of privatization, relieving subpopulation pressures, and decreasing the size of government through privatization. Articles discussing the real cost of privatization, the private sector's involvement in prison services, the Tennessee experience, private prison economic management, and the implications of prison privatization on the conduct of prisoner litigation under 42 U.S.C. Section 1983 are included as well as those on inmates rights under privatization and other relevant State legislation. Nineteenth century privatized prison labor programs; the origin of interest in the privatization of punishment; the justification, expectations, and experience of privatization of punishment; and methodological issues in valuative research, civil liberties view, bankruptcy, and policy considerations are also examined.
