THE PROBATION AND PAROLE STRUCTURE WITHIN THE CRIMINAL JUSTICE SYSTEM OF THE REPUBLIC OF SINGAPORE, AS WELL AS THE POSTRELEASE PROGRAMS FOR EX-OFFENDERS, IS DESCRIBED IN THIS 1979 ANNUAL REPORT.
Abstract
PREPARED BY THE CHIEF PROBATION AND AFTERCARE OFFICER OF THE MINISTRY OF SOCIAL AFFAIRS OF THE REPUBLIC OF SINGAPORE, THIS REPORT IS DIVIDED INTO THREE SECTIONS. THESE COVER THE HISTORY OF PROBATION AND POSTRELEASE (AFTERCARE) PROGRAMS FOR CONVICTED AND EX-OFFENDERS, PAROLE AND RELEASE, AND COMMUNITYBASED PROBATION SERVICES. THE SINGAPORE PROBATION SYSTEM STARTED AFTER WORLD WAR II AND WAS ORIGINALLY LIMITED TO CHILD AND JUVENILE OFFENDERS. SUBSEQUENTLY, IT EXTENDED TO ALL OFFENDERS. THE REQUIREMENTS FOR PROSPECTIVE PROBATIONERS, PROBATION FOR JUVENILES, AND THE ROLE AND FUNCTIONS OF PROBATION OFFICERS ARE DISCUSSED AND EXEMPLIFIED BY THE CASE HISTORY OF A 14-YEAR OLD OFFENDER. PAROLE AND POSTRELEASE PROGRAMS, VOLUNTARY FOR SOME EX-OFFENDERS AND MANDATORY FOR OTHERS. (E.G., JUVENILES) ARE DESCRIBED, AND THE FUNCTIONS OF OFFICERS IN CHARGE OF POSTRELEASE PROGRAMS (AFTERCARE OFFICERS) ARE DEALT WITH. THE REPORT CLOSES WITH A TREATMENT OF THE ROLE OF VOLUNTEERS IN COMMUNITYBASED POSTRELEASE PROGRAMS THAT HELP EX-OFFENDERS REJOIN THE MAINSTREAM OF COMMUNITY LIFE AND RECRUITMENT, PSYCHOLOGICAL SCREENING, AND SUBSEQUENT TRAINING OF VOLUNTEER PROBATION OFFICERS. CRITERIA FOR EVALUATING VOLUNTEER PERFORMANCE ARE POINTED OUT.
