PROBLEMS AND BENEFITS ASSOCIATED WITH FORMALIZING ARRANGEMENTS FOR THE INTERSTATE (AUSTRALIA) TRANSFER OF PROBATION AND PAROLE CLIENTS ARE DISCUSSED; ENABLING LEGISLATION IS PROPOSED.
Abstract
SINCE ONE OF THE GOALS OF CORRECTIONS IS TO REINTEGRATE OFFENDERS INTO THE COMMUNITY, AND SINCE THIS IS OFTEN BEST DONE WHEN FAMILY CONTACTS OR JOB OPPORTUNITIES ARE AVAILABLE, THIS REPORT RECOMMENDS THE FORMAL PROVISION FOR INTERSTATE TRANSFERS. PROCEDURES USED IN THE UNITED STATES AND EUROPE ARE DISCUSSED AND COMPARED. THE NEED FOR FORMAL (AS OPPOSED TO INFORMAL) ARRANGEMENTS AND THE IMPACT OF SUCH ARRANGEMENTS ON AND BY THE AUSTRALIAN CONSTITUTION ARE DISCUSSED ALSO. MODEL LAWS ARE INCLUDED.
