Abstract
DURING A ONE-YEAR TIME AND MOTION STUDY OF THE WASHINGTON STATE OFFICE OF PROBATION AND PAROLE (OPP), ALL AGENCY PERSONNEL WERE ASKED FOR THEIR JUDGMENTS ABOUT THE IDEAL LOCATIONS AND KINDS OF OPP ACTIVITY AND THE TYPES OF CONTACTS AND TYPES OF CASES WHICH RECEIVE AGENCY ATTENTION. GENERALLY, THE IDEAL REFLECTS A FIELD RATHER THAN OFFICE ORIENTATION, AN EMPHASIS ON THE SUPERVISION ASPECTS OF PROBATION AND PAROLE WORK, CONSIDERABLE DIRECT CONTACT WITH THE OFFENDER POPULATION, AND A MINIMUM AMOUNT OF TIME DEVOTED TO PAPERWORK, SO THAT COUNSELING BECOMES THE MAJOR THRUST OF PROBATION AND PAROLE SERVICE.
