This report discusses the development of a classification system for the Cuyahoga County (Ohio) Juvenile Court.
Abstract
The research and planning effort focused on developing a statistically-based risk assessment instrument, a system of classification and differential supervision for probationers, and an intensive supervision program for high-risk probationers. The risk assessment instrument was developed by analyzing the relationship between 150 social and offense variables and outcomes for a sample of 363 youth who were placed on probation in the county in 1984. The classification was based on the risk assessment instrument with four levels of supervision corresponding to different probabilities of recidivism. Finally, six intensive probation units will be established, each serving a maximum of 30 youth at any one time and staffed by a supervisor, a probation counselor, and 2 officers. Youth will initially be seen twice a day, 7 days a week and at least once per week in the last phase of the four phases that will last from 8-14 months. The program will use behavioral contracting.
