MEASUREMENT OF GOAL FULFILLMENT OF A MINNESOTA PROGRAM, ASSESSING SUCH FACTORS AS CONTROL AND REHABILITATION OF THE OFFENDER, REDUCTION OF REHABILITATION COSTS AND REDUCTIONS IN COMMITMENTS TO STATE INSTITUTIONS.
Abstract
THE PROBATIONED OFFENDERS AND REHABILITATION TRAINING PROGRAM (PORT) IS A COMMUNITY-BASED AND COMMUNITYDIRECTED CORRECTIONAL PROGRAM LOCATED IN ROCHESTER, MINNESOTA. GOALS OF THE PROGRAM ARE TO CONTROL CRIMINAL AND DELINQUENT BEHAVIOR WITHOUT RESORTING TO INSTITUTIONAL OR PROBATIONARY PROGRAMS, TO REDUCE COMMITMENTS TO STATE INSTITUTIONS FROM THE AREA SERVED BY PORT, TO PROVIDE NEW AND LESS EXPENSIVE METHOD FOR REHABILITATING SOCIETAL OFFENDERS, AND TO SEE IF THE PORT METHOD OF CONTROL WORKS AND MIGHT BE REPLICATED IN OTHER AREAS OF MINNESOTA. A COMPARISON OF INSTITUTIONAL, PORT, AND PROBATION METHODS SHOWED THAT PORT DOES CONTROL AND REHABILITATE OFFENDERS. DEMOGRAPHIC, BACKGROUND, AND CRIMINAL HISTORY INFORMATION ON PORT CLIENTS IS INCLUDED. PORT'S COSTS WERE FOUND TO BE FAR BELOW THOSE OF THE STATE'S CORRECTIONAL FACILITIES, AND REDUCTIONS IN COMMITMENTS TO STATE INSTITUTIONS AS A RESULT OF PORT WERE ALSO FOUND. SUGGESTIONS FOR ESTABLISHING PORT IN OTHER MINNESOTA AREAS AND REACTIONS OF COMMUNITY LEADERS TO PORT ARE LISTED. (AUTHOR ABSTRACT MODIFIED)
