A LITERATURE SEARCH, QUESTIONNAIRES, AND ON-SITE VISITS WERE ALL USED IN THIS STUDY OF PROBLEMS FACED BY TRIBAL POLICE ON AMERICAN INDIAN RESERVATIONS. THE UNIQUE STATUS OF TRIBAL POLICE IS DESCRIBED.
Abstract
THIS STUDY BY THE NATIONAL CONGRESS OF AMERICAN INDIANS SURVEYS SALARIES, TRAINING, DUTIES, POLITICAL PROBLEMS ARISING FROM THE PECULIAR STATUS OF THE AMERICAN INDIAN RESERVATIONS, AND PROBLEMS ARISING FROM RELATIONSHIPS WITH COMMUNITY POLICE OFF THE RESERVATION. SEVERAL PROFESSIONAL RECOMMENDATIONS ARE MADE, INCLUDING BETTER SALARIES, BETTER FRINGE BENEFITS, BETTER TRAINING AND MORE TRAINING OPPORTUNITIES, AND COUNCILS AND BOARDS TO HANDLE COMMUNITY AND TRIBAL RELATIONS. ADMINISTRATIVE/PERSONNEL RECOMMENDATIONS ARE MADE. THESE INCLUDE JOB QUALIFICATIONS AND STANDARDS, GRIEVANCE PROCEDURES, HIRING PRACTICES, AND PUBLIC RELATIONS. A CHART GIVES A WAGE/EDUCATIONAL LEVEL/JOB DESCRIPTION PROFILE FOR POLICE OFFICERS ON THE EIGHT RESERVATIONS VISITED. OTHER CHARTS SUMMARIZE EDUCATION AND SPECIALIZED TRAINING OFFERED, COMMUNITY ATTITUDES, AND POLICE MORALE. A DETAILED EXPLANATION OF THE STATUS OF AMERICAN INDIAN RESERVATIONS UNDER UNITED STATES LAW IS GIVEN.
