Abstract
THE REPORT IS ORGANIZED INTO THREE PARTS. IN PART ONE, GENERAL BACKGROUND INFORMATION AND CRIME STATISTICS ARE PROVIDED AS A SETTING FOR THE REMAINDER OF THE REPORT. INDIVIDUAL CHAPTERS DISCUSS MEASUREMENT OF CRIME, THE NECESSITY OF PROGRAM EVALUATION, AND COMPONENTS OF ARIZONA'S CRIMINAL JUSTICE SYSTEM. PART TWO INCLUDES CURRENT ISSUES IN THE ADMINISTRATION OF JUSTICE. TOPICS ADDRESSED IN THE CHAPTERS ARE PROBLEMS CREATED BY PLEA BARGAINING AND SENTENCING DISPARITY, THE DETERRENCE THEORY OF PUNISHMENT, AND CRIMINAL LAW REFORM. PART THREE IS CONCERNED WITH PROGRAMS AND CURRENT CRIMINAL JUSTICE TRENDS. CHAPTERS DESCRIBE PROBLEMS FACED BY OFFENDERS TRYING TO RE-ENTER SOCIETY, COMMUNITY-BASED ALTERNATIVES TO INCARCERATION, DIVERSIONARY PROGRAMS, AND THE LACK OF DEVELOPMENT OF DELINQUENCY PREVENTION PROGRAMS. THE FINAL CHAPTER FOCUSES ON VICTIM COMPENSATION PROGRAMS.
