REPORTS PREPARED FOR DISCUSSION AT A MEETING OF MEMBER STATES HELD IN 1970 AND PROPOSALS FOR BILATERAL AGREEMENTS BETWEEN STATES TO SUPPLEMENT THE CONVENTION.
Abstract
THE INDIVIDUAL REPORTS DISCUSS VARIOUS TECHNICAL DIFFICULTIES ENCOUNTERED BY THE STATES IN IMPLEMENTING THE PROVISIONS OF THE TREATY. SUGGESTIONS ARE OFFERED FOR IMPROVING JUDICIAL RELATIONS AND ADMINISTRATIVE COOPERATION BETWEEN MEMBER NATIONS. A LEGAL ADVISER FROM THE ISRAELI MINISTRY OF FOREIGN AFFAIRS EXAMINES HIS NATION'S EXPERIENCE IN HANDLING REQUESTS FOR ASSISTANCE BASED ON THE CONVENTION AND HE RAISES OBJECTIONS TO CERTAIN ARTICLES IN THE TREATY. SEVERAL REVISIONS IN THE LANGUAGE OF THE CONVENTION WERE RECOMMENDED FOR FURTHER STUDY BY MEETING PARTICIPANTS.
