THIS CRITIQUE OF THE COMMUNITY CORRECTIONS MOVEMENT REJECTS SEVERAL RATIONALES FOR COMMUNITY CORRECTIONS AND DISCUSSES SOME OF THE PROBLEMS AND UNINTENDED CONSEQUENCES OF COMMUNITY CORRECTIONS.
Abstract
THREE RATIONALES FOR COMMUNITY CORRECTIONS ARE OUTLINED. THESE ARE: 1) THAT COMMUNITY ALTERNATIVES ARE MORE SUCCESSFUL THAN PRISON IN REHABILITATING CRIMINALS, 2) THAT COMMUNITY ALTERNATIVES ARE LESS COSTLY THAN PRISONS, AND 3) THAT COMMUNITY ALTERNATIVES ARE MORE HUMANE THAN PRISONS. EACH OF THESE ARGUMENTS IS EXAMINED, AND EVIDENCE DISPROVING EACH STATEMENT IS OFFERED. THE AUTHOR THEN EXAMINES PROBLEMS ARISING FROM THE SELECTION OF INMATES FOR COMMUNITY BASED ALTERNATIVES. DUE PROCESS ISSUES IN THE REVOCATION OF COMMUNITY BASED PLACEMENTS AND THE EFFECTS ON THE PRISON POPULATION OF DIVERTING THE LESS SERIOUS OFFENDER ARE ALSO EXAMINED. FINALLY, A DISCUSSION OF THE FUTURE OF COMMUNITY CORRECTIONS IS PROVIDED.
