A SUMMARY AND REVIEW OF SOME OF THE ISSUES WHICH AROSE DURING DISCUSSIONS OF THE WORKING GROUP AT HELSINKI, INCLUDING SUCH TOPICS AS THE DEFINITION OF DELINQUENCY, ISSUES IN TREATMENT, AND JUVENILE DELINQUENCY PREVENTION.
Abstract
AMONG THE OTHER ISSUES DISCUSSED ARE THE ADVANTAGES AND DISADVANTAGES OF DECRIMINALIZATION OF CERTAIN OFFENSES; POSSIBLE EFFECTS OF DECRIMINALIZATION; APPLICATIONS OF HIDDEN DELINQUENCY STUDIES SUCH AS SELF-REPORT QUESTIONNAIRES AND VICTIMIZATION STUDIES; PROBLEMS IN JUVENILE DELINQUENCY DATA COLLECTION AND STATISTICS; AND THE CONFLICT OF TREATMENT VERSUS PUNISHMENT. ALSO CONSIDERED WERE THE EFFECTIVENESS OF TREATMENT PROGRAMS, AND APPROACHES TO DETERMINING THE CAUSES OF DELINQUENT BEHAVIOR. A LIST OF WORKING DOCUMENTS AND BACKGROUND MATERIAL, AND A LIST OF PARTICIPANTS ARE ALSO INCLUDED.
