THIS REPORT CONTAINS THE TESTIMONY, EVIDENCE, AND RECOMMENDATIONS FOR REFORM WHICH WERE SUBMITTED TO THE BRITISH BUTLER COMMITTEE ON MENTALLY ABNORMAL OFFENDERS BY THE HOWARD LEAGUE FOR PENAL REFORM.
Abstract
AMONG THE ISSUES COVERED IN THIS REPORT ARE THE ASSESSMENT AND REFERRAL OF MENTALLY ABNORMAL OFFENDERS, COURT PROCEDURES DEALING WITH THESE OFFENDERS, DISPOSITIONAL ALTERNATIVES AVAILABLE FOR MENTALLY ABNORMAL OFFENDERS, AND THE TREATMENT RESOURCES (INCLUDING HOSPITALS, INSTITUTIONS, AND COMMUNITY CLINICS) NECESSARY FOR TREATMENT OF THESE OFFENDERS. THE REPORT RECOMMENDS, AMONG OTHER THINGS, THAT MENTALLY ABNORMAL OFFENDERS BE REFERRED TO SOCIAL SERVICE AGENCIES RATHER THAN THE COURTS; THAT SPECIAL REMAND AND OBSERVATION CENTERS BE ESTABLISHED; THAT LEGAL AID SHOULD BE GUARANTEED TO PERSONS CONFINED UNDER HOSPITAL ORDERS; THAT THE DURATION OF COURT ORDERED CONFINEMENT SHOULD BE CONTINGENT ON THE OFFENSE RATHER THAN INDETERMINANT; AND THAT AFTERCARE FACILITIES SHOULD BE ESTABLISHED....DMC
