Two symposia conducted in 1991 by the Jail Center of the National Institute of Corrections were designed to create a setting in which participants would interact freely and openly and would develop the basis for an outgoing, helpful work relationship and to provide an exchange of information on successful programs and procedures that have been used to safely manage jail populations and alleviate crowding.
Abstract
The symposia also aimed to provide the means for an administrative networking for sheriffs and jail administrators on crowding issues. Panel discussions focused on definitions of crowding, efforts to deal with crowding, facility and personnel management, pretrial and postconviction programs, judicial support, conditions of confinement, and legal issues.
