This is an evaluation of operations of the substance abuse treatment programs serving Illinois' 10 work release centers.
Abstract
This review includes analysis of how the ten programs are working and how the programs differ, and recommendations for improvements. The major findings presented here are all based on 20 process evaluation questions in five major program areas: purpose, design, policies and procedures, budget and resources, and services. Major conclusions of the study include: (1) Treatment programs are satisfying their contractual obligations for service delivery. (2) Delivery of services is characterized by a diversity of approaches to program design. (3) Aftercare plans are developed, but individual treatment programs generally do not provide services to work release residents after they have left the work release setting. (4) Information and planning does not follow clients throughout the course of their work release stay, or after their work release stay. (5) Because of a lack of targeted funding for the purpose, no one appears to have a good design for tracking treatment and relating it to the ultimate goal of reducing recidivism.
