A REVIEW AND ASSESSMENT OF PROJECT 13 - THE LAW ENFORCEMENT TELECOMMUNICATIONS PLANNING ACTIVITIES, CONDUCTED BY THE LEAA FUNDED STATE PLANNING AGENCIES (SPA'S).
Abstract
PROJECT IMPLEMENTATION, ORGANIZATION, AND MANAGEMENT ARE DESCRIBED. A NATIONAL OVERVIEW OF PROJECT FUNDING AND SPA RESOURCES IS PRESENTED. THIRTY-FOUR STATES WERE FOUND TO HAVE INCLUDED TELECOMMUNICATIONS CONSIDERATIONS IN THEIR STATEWIDE COMPREHENSIVE PLANS. PROCUREMENT POLICIES AND GRANT APPLICATION PROCEDURES ARE REVIEWED. TRENDS, SUCH AS THE ESTABLISHMENT OF STATE LEVEL DIVISIONS OF COMMUNICATIONS, INCREASED USE OF ADVANCED TECHNOLOGY, AND A CONCENTRATION ON INTRA- AND INTER-LAW ENFORCEMENT AGENCY TELECOMMUNICATIONS ARE NOTED. A NUMBER OF RECOMMENDATIONS ARE MADE FOR RENDERING LEAA'S ROLE IN TELECOMMUNICATIONS DEVELOPMENT MORE EFFECTIVE.
