Abstract
THIS PAPER PRESENTS QUESTIONS THAT PROFESSIONALS MUST FACE AS THEY DECIDE WHAT SERVICES WILL OR WILL NOT BE PROVIDED. THE QUESTIONS FALL WITHIN FOUR AREAS: THE RESPONSIBILITY OF THE INDIVIDUAL PROFESSIONAL; THE RESPONSIBILITY OF SOCIAL AGENCIES EMPOWERED TO DELIVER SERVICES; THE RIGHTS OF CHILDREN TO RECEIVE SERVICES IN ACCORDANCE WITH LAW AND SOCIAL MORALITY; AND PROFESSIONAL RESPONSIBILITY IN RESOLVING LARGER SOCIAL ISSUES WHICH DETERMINE THE RIGHTS AND ENTITLEMENTS OF CHILDREN.
