Abstract
CONTRACTS ARE MAINTAINED WITH ABOUT 35 LOCALLY RUN 'BUSH JAILS' (SMALL HOLDING FACILITIES IN REMOTE COMMUNITIES) AND ONE CITY JAIL FOR TEMPORARY DETENTION FACILITIES IN OUTLYING AREAS. LONG-TERM PRISONERS ARE SENT TO FEDERAL INSTITUTIONS OR PRISONS IN OTHER STATES. THIS ARTICLE DISCUSSES, IN ADDITION, PERSONNEL TRAINING, THE DECRIMINALIZATION OF PUBLIC DRUNKENNESS AND THE EFFECT IT HAS HAD ON THE HIGH RATE OF ALCOHOL OFFENSES COMMITTED BY NATIVES, AND POLICE ACTIVITY, CORRECTIONS, AND THE ALASKA PIPELINE.
