AN OVERVIEW OF ADULT AND JUVENILE CORRECTIONS IN MINNESOTA, IS PRESENTED WITH EMPHASIS ON THE STATE'S EFFORTS TO IMPLEMENT THE JUSTICE MODEL OF CORRECTIONS.
Abstract
THE CONVERSION OF MINNESOTA'S PRISONS FROM THE TRADITIONAL TREATMENT-ORIENTED SYSTEM TO THE JUSTICE MODEL, WHICH STRESSES THAT OFFENDERS' FREEDOM SHOULD BE CURTAILED ONLY TO THE EXTENT NECESSARY TO PROTECT OTHERS, IS TRACED. THE RIGHTS ACQUIRED BY MINNESOTA INMATES SINCE 1971 ARE DISCUSSED, INCLUDING THE RIGHT TO A MEASURE OF SELF-GOVERNANCE, TO TREATMENT AND EDUCATION, TO DECENT WAGES, TO LEGAL REPRESENTATION, AND TO FREE COMMUNICATION WITH THE OUTSIDE WORLD. MINNESOTA'S PIONEERING EFFORTS IN COMMUNITY CORRECTIONS ARE DESCRIBED. THE STATE'S RELATIVELY LOW INMATE-POPULATION RATIO IS NOTED. REFORMS INTRODUCED BY THE MINNESOTA COMMISSIONER OF CORRECTIONS ARE DISCUSSED, AS IS THE OPPOSITION TO THOSE REFORMS BY THE STATE PRISON WARDEN, WHO CITES MANAGEMENT PROBLEMS THAT ACCOMPANIED THE 'OPENING' OF THE PRISON. INMATE PROGRAMS, PAROLE POLICIES, GROUP TREATMENT PROGRAMS FOR JUVENILES, A RESIDENTIAL FACILITY FOR ADULT AND JUVENILE OFFENDERS, AND OTHER ASPECTS OF CORRECTIONS IN MINNESOTA ARE DESCRIBED. PHOTOGRAPHS OF CORRECTIONS FACILITIES AND QUOTES BY CORRECTIONS OFFICIALS ARE INCLUDED.
