Annotation

This is the Closeout Performance Report under existing performance measures prior to the installment of new performance measures for the federally funded Residential Substance Abuse Treatment (RSAT) program, which was created to assist State and units of local government develop, implement, and improve substance abuse treatment programs in State and local prisons and jails, including aftercare services for program participants.

Abstract

The U.S. Justice Department's Bureau of Justice Assistance (BJA) administers the RSAT grants and associated technical assistance that includes training, programmatic guidance, evaluation, and leadership. This report encompasses grantees' achievements for the past 2 years (January 2010-March 2012) before reporting began under revised RSAT performance measures beginning in April 2012. During this 2-year period, 46,456 new participants were admitted into jail/prison RSAT programs. A 71-percent completion rate was achieved for these participants. A total of 2,752 new participants were admitted into RSAT aftercare programs. Seventy-two percent of the participants were arrest-free 1 year after release. 11 tables and 9 figures
