THIS PRELIMINARY EVALUATION REPORT PRESENTS A METHODOLOGY THAT IDENTIFIES THE AMOUNT OF DATA REQUIRED TO EFFECTIVELY EVALUATE THE IMPLEMENTATION AND RESULTS OF THE INTERAGENCY ALCOHOLISM PILOT PROJECT. (IAPP).
Abstract
THE IAPP INCLUDES THE NEW YORK METROPOLITAN CORRECTIONAL CENTER, THE DANBURY FEDERAL CORRECTIONAL INSTITUTION (CONNECTICUT), AND THE U.S. PROBATION OFFICE, SOUTHERN DISTRICT, NEW YORK. THE PROGRAM EVALUATION CONSISTS OF FIVE PHASES: NEED ASSESSMENTS, IMPLEMENTATION EVALUATION, PROGRESS EVALUATION, OUTCOME EVALUATION AND RESEARCH, AND STAFF EVALUATION. THE LAST THREE PHASES USE A GOAL ATTAINMENT MODEL IN ORDER TO DETERMINE THE EXTENT TO WHICH THE PROGRAM HAS ACHIEVED ITS GOALS. NEEDS ASSESSMENT ENCOMPASSES EXAMINATION OF PROGRAMS NECESSARY FOR THE TOTAL EFFECTIVENESS OF THE IAPP (14 PROGRAMS ARE DESIGNATED), AND INVESTIGATION OF CURRENT AND POSSIBLE RESOURCES OF EACH AGENCY, INCLUDING PERSONNEL, LOCATION AND MATERIALS, PROGRAMS, COMMUNITY INVOLVEMENT, COSTS, AND FUNDS. ONCE THE PROGRAM IS IN OPERATION, IMPLEMENTATION EVALUATION IS NECESSARY TO ASSESS WHETHER OR NOT THE PROGRAM IS BEING IMPLEMENTED AS PLANNED. IMPLEMENTATION AND COMMUNICATION, IN WHICH CHARTS AND REPORTS WILL BE FILLED OUT ON A REGULAR BASIS ARE, THE NEXT STEPS. PROGRESS EVALUATION DEALS WITH THE QUALITY OF SERVICES PROVIDED; THE QUALITY WILL BE ASSESSED BY THE EXTENT AND DEGREE TO WHICH THE GOALS ARE MET. THE FIVE SECTIONS OF THIS PHASE ARE TRAINING, IDENTIFICATION, MOTIVATIONAL COUNSELING, INTENSIVE TREATMENT, AND PRERELEASE AND POSTRELEASE PROGRAMS. THE OUTCOME EVALUATION CONSIDERS THE EFFECTIVENESS AND OPERATIONS OF THE IAPP AS A WHOLE. HYPOTHESES RELATED TO RESEARCH OF DATA ACQUIRED DURING THE SECOND AND THIRD PHASES OF EVALUATION ARE PUT FORWARD. FINALLY, THE EVALUATION WILL CONSIST OF A QUESTIONNAIRE DRAWN UP FOR THE STAFF TO ASSESS PROGRAM USEFULNESS IN TERMS OF PRODUCING DESIRED CHANGES, USABLE RESULTS, AND AID TO STAFF AND COORDINATORS IN DECISIONMAKING.
