FINAL REPORT ON A PROJECT TO ANALYZE VANDALISM AND BURGLARY PROBLEMS FOR A PILOT SCHOOL DISTRICT AND DETERMINE WHAT CONTROL MEASURES MIGHT BE INSTITUTED.
Abstract
IN ORDER TO ACHIEVE PROJECT GOALS, THE VANDALISM PROBLEM OF THE ABC UNIFIED SCHOOL DISTRICT OF LOS ANGELES COUNTY WAS CAREFULLY STUDIED. THE COST, FREQUENCY, AND TYPES OF ALL REPORTED ACTS OF VANDALISM WERE DETERMINED. CURRENT METHODS AND TECHNIQUES FOR COPING WITH VANDALISM WERE IDENTIFIED, AS WERE CHARACTERISTICS OF VANDALS. MANY REPRESENTATIVES OF INDIVIDUAL SCHOOLS, CRIMINAL JUSTICE AGENCIES, AND PRIVATE SECTOR INDIVIDUALS WERE INTERVIEWED. THE RESULTS OF THE PROJECT INDICATE THAT PROPERTY LOSS ACCOUNTS FOR ONLY ABOUT ONE THIRD OF TOTAL COST, WHEN SUCH FACTORS AS INSURANCE COSTS, SECURITY COSTS, AND LABOR ARE CONSIDERED. NON-UNIFORMITY OF REPORTING PROCEDURES AMONG DISTRICT SCHOOLS IS A PROBLEM. SYSTEM-WIDE ANTI-VANDALISM POLICY IS NON-EXISTENT. THE EXTENT OF VANDALISM LOSSES WAS NOT RELATED TO SOCIOECONOMIC FACTORS. THERE WAS NO UNIFORMITY OF DISPOSITION OF CASES FOR APPREHENDED OFFENDERS. THE PROJECT OFFERS RECOMMENDATIONS FOR IMPROVEMENTS IN THESE AREAS. APPENDIXES INCLUDE ANNOTATED BIBLIOGRAPHIES AND STATISTICAL INFORMATION.
