This report outlines a curriculum for training decisionmaking correctional personnel -- associate wardens or captains -- in improved administration of disciplinary measures, including hearings, imposing sanctions, and programming segregation and protective custody units.
Abstract
The curriculum is based on a literature review, informal consultations, and discussions at a 1980 conference where the proposed training course and its content received critical attention. The final syllabus details an intensive 1-week session covering the following topics: current issues in prison management, command and the correctional officer, the management of emergencies, communications, standards of practice and expectations, prison litigation, due process, the conduct of disciplinary hearings, segregation of difficult prisoners and protection of the vulnerable, inspections and audits, grievance systems, and preventive discipline. It recommends that instructional methods rely on discussion and dialogue as much as possible. The report outlines a model schedule for the session and then describes the purposes, content, and teaching methods for each topics. Several sections contain suggested readings.
