THE 'MULTIPLIER EFFECT' OF THE LAW ENFORCEMENT EDUCATION PROGRAM (LEEP) ON STUDENT FUNDING IS EXAMINED ALONG WITH POSSIBLE CONFLICTS IN PARTICIPATION CRITERIA FOR LEEP AND VOCATIONAL EDUCATION ACT (VEA) FUNDING.
Abstract
TO EXPLORE THE INFLUENCE OF LEEP FUNDING ON OTHER RESOURCES IN HIGHER EDUCATION FOR CRIMINAL JUSTICE CAREERS, LITERATURE ON THE ALLEGED 'MULTIPLIER EFFECT' WAS REVIEWED AND INFORMATION WAS OBTAINED FROM FILES FOR 1,915 STUDENTS ENROLLED IN CRIMINAL JUSTICE COURSES AT AMERICAN UNIVERSITY, WASHINGTON, D.C. FROM 1975-1977. DATA WAS ALSO GATHERED FROM QUESTIONNAIRES SENT TO NINE LEEP PARTICIPATING INSTITUTIONS INCLUDING CITY UNIVERSITY OF NEW YORK, FLORIDA STATE UNIVERSITY, METROPOLITAN STATE COLLEGE COLO., MICHIGAN STATE UNIVERSITY, NORTHEASTERN UNIVERSITY MASS., SAM HOUSTON UNIVERSITY TEX., THE UNIVERSITY OF NEBRASKA, THE UNIVERSITY OF NEVADA, AND WASHINGTON STATE UNIVERSITY. BIVARIATE AND MULTIVARIATE ANALYSIS WAS USED TO TEST THE DATA. IT WAS FOUND THAT LEEP FUNDING OF STUDENTS ATTENDING THE AMERICAN UNIVERSITY DID RESULT IN SUBSTANTIAL SUPPORT FROM FOUR SOURCES. IN THE YEAR 1976-1977, LEEP CONTRIBUTED A TOTAL OF $445,486 TO THE PROGRAM, AND THIS RESULTED IN A TOTAL OF $3,084,513 CONTRIBUTED BY OTHER ORGANIZATIONS--A 'MULTIPLIER EFFECT' OF 7 TO 1. WHILE INVESTIGATING THE POSSIBLE LEEP--VEA PARTICIPATION-CRITERIA CONFLICT, THE PUBLISHED CRITERIA FOR PARTICIPATION IN THE TWO PROGRAMS WERE STUDIED, AND ALL INSTITUTIONS RECEIVING BOTH TYPES OF FUNDING WERE SURVEYED ON FUND USE. THERE WAS APPARENT, BUT RELATIVELY SMALL, CONFLICT IN PARTICIPATION CRITERIA FOR LEEP AND VEA FUNDING WHICH WAS JUDGED RECONCILABLE. A WASHINGTON SUMMER SESSION FOR GRADUATE STUDENTS INTERESTED IN A CRIMINAL JUSTICE RESEARCH CAREER IS OUTLINED.
