This guide, intended for correctional administrators and service providers, provides information for planning, developing, implementing, and maintaining academic and vocational training programs and support services for adult mentally retarded and learning disabled inmates.
Abstract
The guide also provides summaries of literature and research on the prevalence of handicapped conditions among the adult prison population as well as information on how to recognize the handicapping conditions and how they impact on an inmate's prison life. Legal issues dealing with handicapped inmates are also discussed, and State and Federal mandates are outlined. Model programs, policies, and procedures are described in addition to diagnostic tools and staff training plans. To aid administrators, the guide identifies agencies and organizations that can provide services and funds to support programs for handicapped inmates. The guide includes a glossary of technical terms and a selected bibliography. Appendixes include a list of agencies supplying information for the guide, staff interviews, legal citations, and a correctional special education compliance questionnaire.
