This monograph describes six programs that provide services to link inmates with HIV or AIDS to medical and community services following their release from prison and summarizes each project's successes, barriers, and issues, and proposed strategies for overcoming them.
Abstract
The projects are models that demonstrate considerable success in linking inmates to services, providing support to people who are changing behavior patterns, and reducing recidivism rates. Four of the projects received Federal Title II funding for Special Projects of National Significance (SPNS). The ETHICS Project is an SPNS project conducted by the Fortune Society in New York City. Case Management for HIV Prevention Among Drug-Involved Arrestees is a jointly sponsored project of the National Institute of Justice and the National Institute on Drug Abuse and is conducted by Abt Associates in Washington, D.C., and Portland. The Rhode Island Prison Release Program is an SPNS project conducted in Providence by the Rhode Island Department of Health in collaboration with the Rhode Island Department of Corrections. Specialized Medical and Social Service Interventions for Inmates with HIV in Maryland is an SPNS project conducted by the Maryland Department of Public Safety and Correctional Services in Baltimore. Cermak Health Services: Linking Pretrial Detainees with HIV/AIDS to Community Services is conducted by Cermak Health Services in Chicago with support from Titles II and IIIb of the Ryan White CARE Act.
