Abstract
THROUGH A CRIME PREVENTION COUNCIL, PAPUA NEW GUINEA AIMS AT PLANNING A COMPREHENSIVE APPROACH TO DEALING WITH CRIME. EMPHASIS IS PLACED ON THE DEVELOPMENT OF A SOCIETY WHERE JOB OPPORTUNITIES EXPAND AND ARE MET BY A QUALITY EDUCATIONAL PROGRAM THAT PREPARES YOUTH TO OBTAIN SATISFYING JOBS. PRIORITY IS GIVEN TO THE DEVELOPMENT OF INFLUENTIAL INFORMAL SOCIAL CONTROLS THAT CONDITION CONSTRUCTIVE SOCIAL BEHAVIOR. SOCIAL CONTROL THROUGH LAW ENFORCEMENT, THE COURTS, AND CORRECTIONS AIMS AT EFFECTIVENESS WITHOUT BEING OPPRESSIVE. POLICE-COMMUNITY RELATIONS ARE CULTIVATED TO INCREASE CRIME REPORTING AND CITIZEN INVOLVEMENT IN CRIME PREVENTION. ALTERNATIVES TO IMPRISONMENT ARE BEING DEVELOPED, INCLUDING PROBATION AND PAROLE SYSTEMS. THE CREATION OF A STANDARDIZED SYSTEM FOR COLLECTING AND REPORTING CRIME STATISTICS IS RECOGNIZED AS AN IMPORTANT TOOL IN CRIME PREVENTION PLANNING. CRIMINAL JUSTICE RESEARCH IS INCREASING, AND THE ESTABLISHMENT OF A CRIMINOLOGY UNIT AT THE UNIVERSITY OF PAPUA NEW GUINEA IS ENVISIONED. CRIMINAL JUSTICE PERSONNEL TRAINING IS GIVEN PRIORITY THROUGH ONGOING GOVERNMENT FUNDING. A LIST OF PARTICIPATNS, THE PROGRAM SCHEDULE, AND RELEVANT NEWSPAPER CLIPPINGS ARE INCLUDED. (RCB)
