REPORT DEVELOPED TO ASSIST CONGRESS IN ASSESSING PROGRESS OF LEAA AND THE STATES IN EVALUATING CRIMINAL JUSTICE PROGRAMS FROM 1968-73 AND IN MEETING THE LEGISLATIVE MANDATE FOR EVALUATION IN THE 1973 CRIME CONTROL ACT.
Abstract
THE GOVERNMENT ACCOUNTING OFFICE'S (GAO) REVIEW OF THIS PROGRESS FOUND THAT LITTLE HAD BEEN DONE EITHER BY LEAA OR THE STATE PLANNING AGENCY TO INTEGRATE OR SOLIDIFY THE EVALUATION PROCESS: THIS REPORT EXAMINES THE EFFORTS OF MICHIGAN AND CALIFORNIA AND EXPLAINS THE PROBLEMS ENCOUNTERED IN EFFECTING THAT INTEGRATION. THE REPORT ALSO REVIEWS THE DIFFICULTIES OF NILECJ DURING THIS PERIOD. LEAA EFFORTS SINCE 1973 HAVE INCLUDED THE ESTABLISHMENT OF A SEPARATE EVALUATION DIVISION WITHIN NILECJ, THE CREATION OF AN OFFICE OF PLANNING AND MANAGEMENT, AND APPOINTMENT OF AN EVALUATION POLICY TASK FORCE. A RESEARCH, EVALUATION AND TECHNOLOGY TRANSFER COMMITTEE WAS SET UP BY THE STATE PLANNING AGENCIES; LEAA WORKS CLOSELY WITH THIS COMMITTEE. RECOMMENDATIONS ARE MADE CONCERNING INCORPORATION OF EVALUATION IN ALL PLANNING PROCESSES AND CONCERNING DISSEMINATION OF EVALUATION OUTCOMES.
