OPERATIONS PROCEDURE GUIDELINES ARE OFFERED TO HELP ESTABLISH PROGRAMS WHICH PROVIDE COUNSELING AND CIVIL LEGAL ASSISTANCE TO OFFENDERS AND EX-OFFENDERS.
Abstract
PROJECT ADVOCATE IS A NATIONWIDE EFFORT TO PROVIDE COUNSELING AND CIVIL LEGAL ASSISTANCE TO OFFENDERS AND EX-OFFENDERS. IT ENCOURAGES AND ASSISTS STATE AND LOCAL BAR ASSOCIATIONS IN ESTABLISHING AND OPERATING PROGRAMS WHICH MATCH VOLUNTEER ATTORNEYS WITH OFFENDERS AND EX-OFFENDER CLIENTS WHO FACE NONCRIMINAL PROBLEMS HINDERING THEIR SUCCESSFUL REINTEGRATION INTO SOCIETY. THE OPERATIONS PROCEDURES GUIDELINES PRESENTS RECOMMENDATIONS FOR RUNNING A PROJECT, INCLUDING STAFF RESPONSIBILITIES, VOLUNTEER RECRUITMENT, AND PROJECT MANAGEMENT. AN OVERVIEW DESCRIBES COSPONSORS, PRIMARY CLIENT GROUP (FOR EXAMPLE, PROBATIONERS, PAROLEES, JAIL INMATES, OR PRETRIAL DIVERTEES), SECONDARY CLIENT GROUP, RECRUITMENT STAFF, SCREENING STAFF, AND REFERRAL STAFF. THE MAJOR AREAS OF PROGRAM OPERATIONS DISCUSSED INCLUDE RECRUITMENT OF VOLUNTEERS INCLUDING SOURCES SUCH AS BAR ASSOCIATIONS AND LAW FIRMS; APPROACHES, INCLUDING MEETINGS, TELEPHONING, AND MAIL CAMPAIGNS; CLIENT ADVOCACY (PARALEGAL) AND REFERRAL; AND PROGRAM MANAGEMENT.
