EVALUATION OF A PROJECT TO STABILIZE DELINQUENCY AMONG 11 TO 14 YEAR OLDS IN NORMAN (OK) BY PROVIDING SPECIAL PROGRAMS FOR THOSE IN SCHOOL AND ALTERNATIVE EDUCATIONAL OPPORTUNITIES FOR DROPOUTS.
Abstract
THE PROJECT INVOLVED THE PLACEMENT OF A SCHOOL PROGRAM COORDINATOR IN EACH OF NORMAN'S THREE MIDDLE SCHOOLS TO PROVIDE COUNSELING OR OTHER SERVICES FOR JUVENILES REFERRED BY SCHOOL PERSONNEL OR BY OUTSIDE AGENCIES OR INDIVIDUALS THROUGH A SCHOOL ADMINISTRATOR. DATA CONCERNING MEASUREMENT OF PROJECT PERFORMANCE WAS PROVIDED BY INFORMATION IN THE UNIFORM CRIME REPORTS REGARDING THE FREQUENCY OF DELINQUENCY AMONG THE TARGET POPULATION FOR THE LAST SIX MONTHS OF 1974 AND 1975 AND A COST ANALYSIS WAS MADE BY DERIVING COST OF SERVICES PROVIDED PER CHILD. TELEPHONE INTERVIEWS OF INDIVIDUALS IN COMMUNITY AGENCIES HAVING FREQUENT CONTACT WITH THE SCHOOLS WERE COMBINED WITH PROJECT STAFF MEMBERS AS A PROCESS ANALYSIS. A TELEPHONE SURVEY OF THE MID-SCHOOL'S POPULATION TO ASSESS PARENTAL ATTITUDES TOWARD THE PROJECT AND ITS PERFORMANCE COULD NOT BE MADE. RESULTS INCLUDE THAT ARRESTS OF 11 TO 14 YEAR OLDS FOR LESS SERIOUS OFFENSES DECREASED DURING PROJECT OPERATION WHILE THOSE FOR MORE SERIOUS CRIMES SHOWED NO SIGNIFICANT CHANGE AND THAT COMMUNITY AGENCIES SHOW STRONG SUPPORT FOR THE SCHOOL PROGRAM COORDINATOR PROJECT.
