THE FIRST-YEAR PERFORMANCE OF AN OKLAHOMA CITY, OKLA., PROJECT INVOLVING THE ESTABLISHMENT OF TWO NEIGHBORHOOD SERVICE CENTERS FOR JUVENILE DELINQUENTS AND PREDELINQUENTS IS EVALUATED.
Abstract
FUNDED BY THE LEAA THROUGH THE OKLAHOMA CRIME COMMISSION, THE PROJECT WAS ADMINISTERED BY THE OKLAHOMA COUNTY JUVENILE BUREAU AND YOUTH SERVICES FOR OKLAHOMA COUNTY, INC. PROBATION AND YOUTH SERVICE COUNSELORS WERE ASSIGNED TO TWO OFFICES LOCATED IN AREAS OF THE CITY KNOWN TO HAVE HIGH RATES OF REFERRAL TO THE JUVENILE COURT. INTENSIVE SUPERVISION, FAMILY COUNSELING, AND OTHER SERVICES FOR DELINQUENTS AND PREDELINQUENTS WERE PROVIDED. DURING THE FIRST YEAR, THE PROJECT ACHIEVED ALL OF ITS IMMEDIATED OBJECTIVES, WHICH HAD TO DO WITH PLANNING AND IMPLEMENTATION; AND MOST OF ITS INTERMEDIATE OBJECTIVES, WHICH INVOLVED THE MEANS BY WHICH THE PROJECT'S ULTIMATE OBJECTIVES OF INCREASED DIVERSION AND DECREASED DELINQUECNY WERE TO BE ATTAINED. PROBLEMS IN COORDINATING THE ACTIVITIES OF THE TWO ADMINISTERING AGENCIES HAMPERED PROGREESS TOWARD ONE INTERMEDIATE OBJECTIVE, THE EXPANSION OF WORK WITH THE FAMILIES OF PROBATIONERS. THE PROJECT ALSO MADE PROGRESS TOWARD OBTAINING ITS ULTIMATE OBJECTIVES, AS EVIDENCED BY THE REDUCTION IN THE NUMBER OF JUVENILES ADJUDICATED TO BE DELINQUENT OR IN NEED OF SUPERVISION, THE RELATIVELY LOW RATE OF ADJUDICATION AMONG PREDELINQUENTS RECEIVING SERVICES FROM THE NEIGHBORHOOD CENTERS, THE REDUCTION IN THE PERCENTAGE OF THE PROBATION DEPARTMENT'S CASELOAD ORIGINATING FROM THE CITY QUADRANTS IN WHICH THE CENTERS WERE LOCATED, AND THE REDUCTION IN NUMBER OF JUVENILES FROM THOSE QUADRANTS COMMITTED TO STATE INSTITUTIONS. A TELEPHONE SURVEY FOUND RELATIVELY LITTLE COMMUNITY AWARENESS OF THE CENTERS' SERVICES FOR PREDELINQUENTS. A LITERATURE REVIEW, A SELECTED BIBLIOGRAPHY, AND SUPPORTING DATA AND DOCUMENTATION ARE INCLUDED.
