Abstract
PROJECT HEAVY IS AN EXPERIMENTAL PROGRAM IN LOS ANGELES (CA) TO CONSOLIDATE THE ADMINISTRATION OF JUVENILE COURT DIVERSION PROGRAMS AND PROJECTS IN THE CENTRAL CITY HIGH-DELINQUENCY AREA. THE ISSUES IDENTIFIED AND DISCUSSED PERTAIN TO THE PROJECT'S INTERFACE WITH THE CITIZENS OF THE COMMUNITY, TO THE PROGRAM MANAGEMENT, TO THE SERVICES DELIVERY FUNCTIONS, AND TO THE INFORMATIONAL SERVICES OF THE PROJECT.
