This article discusses the critical need to locate cell phone callers making emergency calls and efforts to respond to that need.
Abstract
Currently, almost none of the 911 calls generated daily from wireless phones provide location information to the 911 center that receives the call. Recognizing that wireless calls need the same reverse location information afforded wireline calls, the Federal Communications Commission has mandated that wireless carriers provide emergency dispatchers requesting wireless E911 with a wireless caller's number and the location of the nearest cell site as well as location information that is within 100 meters for network-based technology and within 50 meters for handset-based technology at least two-thirds of the time. The Association of Public-Safety Communications Officials has begun a project that will help the Nation's Public Safety Answering Points fulfill those conditions. Their Project Locate, also called P38, aims to set up a model community in each State that other emergency centers can emulate.
