PRELIMINARY PAPER ON THE DESIGN AND FUNCTIONS OF A REGIONAL CRIMINAL JUSTICE INFORMATION RETRIEVAL SYSTEM.
Abstract
IN RECOGNITION OF DEFICIENCIES IN THE AVAILABILITY, ACCESSIBILITY, ACCURACY, AND COMPLETENESS OF EXISTING CRIMINAL JUSTICE INFORMATION SYSTEMS, THIS PROJECT WAS BEGUN TO DEVICE A MODEL INFORMATION RETRIEVAL SYSTEM FOR USE AS A PILOT PROJECT IN MONTGOMERY COUNTY, OHIO. THE PROJECT WAS IN THREE PHASES - (1) THE DESIGN OF AN IDEAL INFORMATION SYSTEM WITHOUT CONSIDERATION FOR ECONOMIC COST, (2) THE DEVELOPMENT OF FOUR ALTERNATIVE DESIGNS OF PROGRESSIVELY LESS COST AND LESS EFFECTIVENESS THAN THE IDEAL SYSTEM, (3) THE DESIGN, SPECIFICATION AND IMPLEMENTATION OF THE PARTICULAR OPTIONAL DESIGN SELECTED. HERE, THE DESIGN CHOSEN WAS ONE WHICH SATISFIED 81 PERCENT OF THE PRIORITY INFORMATION NEEDS OF THE IDEAL SYSTEM. IT IS SUGGESTED THAT IMPLEMENTATION OF THE SYSTEM SELECTED WOULD EFFECTIVELY SATISFY THE INFORMATION NEEDS OF THE LAW ENFORCEMENT, PROSECUTIVE, JUDICIAL, CORRECTIONAL AND RELATED AGENCIES OF MONTGOMERY COUNTY, OHIO.
