IMPLEMENTATION OF OFFENDER-BASED TRANSACTION STATISTICS (OBTS) SYSTEMS IN CALIFORNIA, FLORIDA, MICHIGAN, MINNESOTA, AND NEW JERSEY.
Abstract
THE DOCUMENT IS INTENDED AS A GUIDE FOR CRIMINAL JUSTICE PRACTICIONERS IN THEIR STATE PROJECT SEARCH STATISTICS SYSTEM. THE REPORT BEGINS BY EXAMINING THE FIVE STATE IMPLEMENTATION IN TERMS OF THE GOALS THAT WERE CREATED FOR ALL STATES. THE SECTION DOES NOT ATTEMPT TO EVALUATE THE SYSTEM DEVELOPMENT PROCESS IN EACH STATE, BUT LOOKS AT THE OVERALL PROBLEM OF OBTS IMPLEMENTATION REGARDLESS OF THE ENVIRONMENT INTO WHICH THE SYSTEM IS BEING INTRODUCED. THE APPROACH THAT EACH STATE TOOK IS DOCUMENTED AND LESSONS LEARNED OVER THE COURSE OF THE PROJECT ARE CONSOLIDATED INTO KEY-ISSUES AND RECOMMENDATIONS. THE SUBJECT OF NATIONAL REPORTING OF CRIMINAL STATISTICS IS EXPLORED. APPENDICES CONTAINING DATA COLLECTION FORMS AND SYSTEM FLOW DIAGRAMS ARE PROVIDED TO ASSIST OTHER STATES DEVELOP SIMILAR SYSTEMS.
