Abstract
THE CONSULTANT FIELD TEAM VISITED MAJOR FACILITIES FOR DETENTION AND TREATMENT PROGRAMS UTILIZED BY PUBLIC, QUASI-PUBLIC AND PRIVATE AGENCIES IN TEN JURISDICTIONS. THIS REPORT EMPHASIZES THE NECESSITY OF STRONG COMMUNITY SUPPORT, AND STRESSES THE ROLE OF THE JUVENILE JUSTICE AGENCIES IN DELINQUENCY PREVENTION, DIVERSION FROM THE SYSTEM, ALTERNATIVES TO INCARCERATION, TREATMENT, AND AFTER-CARE. PRIORITIES INCLUDE INCREASED PROFESSIONALISM AND PROFICIENCY IN JUVENILE JUSTICE AGENCIES, IMMEDIATE IMPLEMENTATION OF FACILITY PLANS, AND PRIORITY DIRECTED TOWARDS PROGRAMS AND FACILITIES AIDING THE RECIDIVIST.
