THIS IS THE FINAL EVALUATION REPORT OF PROJECT START, WHICH SOUGHT TO REDUCE THE RECIDIVISM RATE OF NON-VIOLENT PROPERTY OFFENDERS IN WAYNE COUNTY (MI) VIA A COMMUNITY BASED PROBATION PROGRAM.
Abstract
DETAILED NARRATIVE AND STATISTICAL INFORMATION IS PRESENTED ON PROJECT START, THE 300 RANDOMLY SELECTED CLIENTS, SPECIFIC PROGRAM GOALS AND GUIDELINES, AND THE EVALUATION TECHNIQUES EMPLOYED. RECIDIVISM COMPARISONS, SERVICE REFERRAL UTILIZATIONS, DEMOGRAPHIC DATA ON THE SAMPLE AND CONTROL GROUPS, AND ATTITUDINAL MEASURES ARE DISCUSSED. THERE IS EVIDENCE THAT START HAS REDUCED THE NUMBER OF PROBATION VIOLATIONS, AND EVIDENCE THAT START CLIENTS SHOW FEWER ARRESTS FOR NEW OFFENSES. THIS LATTER FINDING IS CONSIDERABLY STRONGER FOR REPEATERS AS OPPOSED TO FIRST TIME OFFENDERS. THIS IS SIGNIFICANT AS REPEAT OFFENDERS ARE THE PRIME TARGET GROUP OF THE PROJECT...MSP
