This bulletin presents prison population projections for England and Wales up to the year 2006, based on three scenarios.
Abstract
The three scenarios are: (1) custody rates continue to increase as observed over the past year (0.6 percent for males and 1 percent for females), and sentence lengths increase by 1.5 percent for males and 2 percent for females, leading to a prison population of 73,400 in the year 2006; (2) custody rates increase as in the first scenario but sentence lengths stay at 1998 levels, leading to a prison population of 68,900 in the year 2006; and (3) custody rates and sentence lengths remain at 1998 levels, leading to a prison population of 66,700 in the year 2006. Legislative and policy changes pertinent to the prison projections and the sensitivity of the prison projections to alternative assumptions are discussed. 4 notes, 3 tables, and 4 charts
