When the San Francisco Police Department decided to implement an automated fingerprint identification system (AFIS) in 1983, an action plan was developed to ensure that the AFIS would be a true system that would extend from the crime scene to the courtroom.
Abstract
Equal priority was given to computer hardware and software, personnel selection, crime scene vehicles and equipment, and personnel working environment. In shopping for an AFIS, San Francisco found that it is important to determine the specifications of the system in terms of projected workloads and operational requirements, scrutinize the system's capabilities, and conduct preaward testing to ensure the accuracy of the system. Properly implemented, the AFIS permits a single latent print left at a crime scene to be searched against an entire fingerprint data base in a matter of minutes. This enhances rapid identification and arrest of the perpetrator, increases the probability of recovering stolen property and preventing further offenses by the individual, improves police effectiveness, and serves as a deterrent to other offenders. 5 footnotes.
