THIS PAPER PROPOSES THE SIMPLIFICATION OF THE BOUNDARY BETWEEN THE POLICE AND THE SHERIFF IN ORDER TO EASE PROBLEMS OF COMMUNICATION, JURISDICTION, POLICE RESPONSE TIME, AND DISPATCHING CURRENTLY CAUSED BY THE BOUNDARY.
Abstract
THE PORTLAND CITY BOUNDARY HAS EVOLVED TO ITS PRESENT STATE THROUGH A LONG SEQUENCE OF ANNEXATIONS, RESULTING IN A SERPENTINE LINE IN WHICH AREAS OF THE CITY ARE NEARLY CUT OFF FROM THE CITY BY UNICORPORATED COUNTY AREAS. THE PROBLEMS THIS BOUNDARY HAS CAUSED FOR CITIZENS AND LAW ENFORCEMENT AGENCIES ARE REVIEWED. TO SIMPLIFY THE BOUNDARY, A DIVISION OF THE COUNTY ALONG 82ND AVENUE IS PROPOSED AS THE MOST EFFICIENT ARRANGEMENT. THE PORTLAND POLICE BUREAU (PPB) WOULD BE RESPONSIBLE FOR ALL POLICE SERVICE WEST OF THIS LINE AND THE SHERIFF FOR THE EASTERN SIDE. OTHER, LESS COMPREHENSIVE SOLUTIONS SUCH AS A LESS EXTENSIVE TERRITORIAL TRADE OR A CONTRACT BETWEEN THE CITY AND THE COUNTY TO PROVIDE POLICE SERVICE WITHIN THE JURISDICTION OF THE OTHER ARE REVIEWED AS WELL. THE LEGALITY OF THIS MOVE, PROBLEMS OF AUTHORITY OF LAW ENFORCEMENT OFFICERS, AND THE REACTIONS OF THOSE INVOLVED ARE ALSO DISCUSSED. NUMEROUS MAPS ARE INCLUDED.
