This paper presents proposals and contributions received from governments for the fifth session (October 4-15, 1999) of the United Nations Ad Hoc Committee on the Elaboration of a Convention Against Transnational Organized Crime as it continues to develop the text of this convention.
Abstract
Colombia's proposal pertains to amendments to the revised draft Protocol to Prevent, Suppress and Punish Trafficking in Persons, Especially Women and Children, Supplementing the United Nations Convention Against Transnational Organized Crime. The proposed amendments pertain to article 5 on the status of the victim in the receiving state and article 5 bis on the seizure and confiscation of gains. Mexico comments and presents proposals pertinent to article 3, the obligation to criminalize; article 4, assistance for and protection of victims of trafficking in persons; article 5, the status of the victim in the receiving state; article 5 bis, the seizure and confiscation of gains; article 6, the return of victims of trafficking in persons; article 7, victim rehabilitation; article 8, law enforcement measures; article 9, border controls; article 10, the security of travel documents; and article 11, the verification of documents. Morocco's proposal involves article 5, the situation of the victim in the receiving state. The proposal of the Syrian Arab Republic pertains to article 8, law enforcement measures. Referrals to other papers are cited for the proposals from Belgium, China, the Holy See, India, Italy, the Libyan Arab Jamahiriya, Lithuania, and the United States.
