Abstract
TWENTY-ONE BASIC PRINCIPLES ARE PROPOSED INCLUDING EMPHASIS ON THE REHABILITATION OF THE OFFENDER, IMPLEMENTATION OF A UNIFORM SYSTEM OF CRIMINAL JUSTICE STATISTICS, SIMPLIFICATION OF THE PENAL CODE, REDUCTION OF POLICE LEVELS TO THE MINIMUM POSSIBLE NUMBER, AND LIMITING DEFENDANTS TO ONE APPEAL.
