Abstract
SIXTEEN WITNESSES SPOKE AT HEARINGS ON THE AMENDMENTS. THEY RANGED FROM THE COORDINATOR OF THE NATIONAL JURY PROJECT, WHO OBJECTED TO ASPECTS OF THE AMENDMENTS HE BELIEVED WOULD UNDERCUT CIVIL LIBERTIES, TO A U.S. DISTRICT COURT JUDGE WHO ARGUED THAT THE AMENDMENT WAS FINE.
