PROPOSAL TO COORDINATE ALL FEDERALLY FUNDED JUVENILE DELINQUENCY PROGRAMS AT ALL GOVERNMENT LEVELS.
Abstract
THE LIMITED SET OF MAJOR NATIONAL POLICY OBJECTIVES COVER THE FOLLOWING AREAS - SEPARATING STATUS OFFENSES FROM CRIMINAL OFFENSES, - DIVERTING YOUNGSTERS FROM THE JUVENILE JUSTICE SYSTEM, - CHANGING YOUTH SERVICE AGENCIES, - DEVELOPING MEASURABLE STANDARDS FOR YOUTH SERVICES AND PERSONNEL AND DEVELOPING ADEQUATE DATA BASES, AND IDENTIFYING NEEDED RESEARCH. THIS DOCUMENT STATES EACH OBJECTIVE IN FULL AND PROVIDES EVIDENCE TO SUPPORT THE ADOPTION OF THE OBJECTIVE. WHERE APPLICABLE THE LEGAL STATUS OF THE OBJECTIVE IS DISCUSSED, AND PERTINENT LEGAL ISSUES ARE CLARIFIED. IN ADDITION, VARIOUS IMPLEMENTATION STRATEGIES ARE DISCUSSED. THESE STRATEGIES FOCUS ON LEGAL STRATEGIES (WHERE APPLICABLE) AND FEDERAL STRATEGIES THAT COULD BE USED TO IMPLEMENT EACH OBJECTIVE. THE IMPLEMENTATION STRATEGIES ARE GROUPED INTO TWO MAJOR CATEGORIES - THOSE THAT ARE ULTIMATELY DEPENDENT UPON THE STATE AND LOCAL LEVELS OF GOVERNMENT FOR SUCCESSFUL IMPLEMENTATION (OBJECTIVES I, II AND III) AND THOSE THAT CAN BE CENTRALLY IMPLEMENTED BY THE FEDERAL GOVERNMENT (OBJECTIVES IV AND V). FINALLY EACH CHAPTER ENDS WITH AN ANNOTATED BIBLIOGRAPHY, WHICH PROVIDES ADDITIONAL EVIDENCE TO SUPPORT ADOPTION OF EACH OBJECTIVE. (AUTHOR ABSTRACT)
