Abstract
This report from the Association of Prosecuting Attorneys provides information to assist prosecutors' offices in embracing and implementing innovative practices to improve the efficiency and effectiveness of the criminal justice system. The information was gathered from a series of roundtable discussions held to explore ways for prosecutors to enhance their operations and strengthen their efforts to increase public safety. Topics covered in the discussions included the following: the best means for promoting innovation in criminal justice systems; policy changes that can facilitate innovative change; common barriers to developing and implementing innovative practices; effective collaborations to address challenges in criminal justice systems; policy guides designed to help bring about innovative change; and use of action plans as tools to drive innovation. The information in this guide is presented in three sections: Innovation, Intelligent Prosecution, and Innovative Practices. The section on Innovation highlights the challenges facing prosecutors in the areas of leadership, trust and independence, organization structure, balancing management with leadership, insular attitudes, internal resistance to change, organizational inertia, divisions over strategies, and lack of awareness. The solutions to these challenges include restructuring, collaboration, and cooperation. Templates for implementing innovative practices within prosecutors' offices are included in the guide.
