Abstract
THE PAYOFFS WHICH ARE MADE IN CASH OR IN KIND TO A CANDIDATE OR TO THAT CANDIDATE'S PARTY ARE CONSIDERED. IT IS MAINTAINED THAT THE PURPOSE OR ORGANIZED CRIME'S EFFORTS TO CORRUPT THE JUSTICE SYSTEM IS TO SECURE POWER - NO MATTER WHICH PARTICULAR POLITICAL PARTY OR INTEREST GROUP HAPPENS TO HOLD POWER. THE AUTHORS ALSO ASSERT THAT CORRUPTION IS ALL THE MORE INVIDIOUS SINCE 'ALL LEVELS OF JUSTICE CAN SAFELY HIDE EVIDENCE OF CORRUPTION BY THEIR ACTIVITY AND STRAIGHTFORWARDNESS IN HANDLING ROUTINE CRIME IN THE STREETS AT LOWER LEVELS.'
