This report describes activities of the New Jersey Department of Corrections during fiscal year 1998.
Abstract
During fiscal 1998 the Department of Corrections: (1) opened South Woods State Prison, allowing the transfer of 3,000 State inmates who previously were housed in County Jails across the State; (2) took a proactive approach to controlling inmate gang activity by opening a Security Threat Group Management Unit at Northern State Prison to house 320 gang members; (3) completed in-depth custody staffing analyses (right-sizing) at four institutions as part of an effort to determine the appropriate level of staffing needed to meet operational, security, and public safety requirements and to minimize the need for overtime; (4) implemented a "Zero Tolerance" initiative to end inmates' abuse of illegal drugs or alcohol, inmates guilty of infractions will lose their contact-visiting privileges; (5) increased inmate drug treatment programs from 329 to 1,203 beds, and increased the number of community-based treatment beds, including halfway houses, from 128 to 1,614; (6) continued to expand the use of video teleconferencing by installing 64 systems throughout the State; and (7) expanded inmate work detail programs, instituted a drug court program to assist the judiciary in sentencing certain non-violent offenders to drug treatment in lieu of incarceration, and instituted a Parolee Drug Treatment program for certain parolees with histories of drug abuse.
