Abstract
POINTS WHICH SHOULD BE COVERED BY THE NEW BILL ARE THE RIGHTS AND DUTIES OF THE CHILD, THE RIGHTS AND DUTIES OF THE PARENTS, AND THE EXTENT TO WHICH AND THE CIRCUMSTANCES UNDER WHICH THE GOVERNMENT SHOULD INTERVENE. AMONG OTHER SUBJECTS DISCUSSED ARE DETENTION OF JUVENILES, THE RIGHT TO LEGAL REPRESENTATION, THE RIGHT TO APPEAL, ARRANGING FOR EXPERT TESTIMONY, AND POWERS OF THE COURT IN DETERMINING STEPS TO BE TAKEN IN A PARTICULAR CASE. --IN FRENCH
