GUIDELINES FOR ORGANIZING AND IMPLEMENTING SERVICES FOR ABUSED AND NEGLECTED CHILDREN AND THEIR FAMILIES ARE PRESENTED IN A MANUAL DIRECTED TO ADMINISTRATORS AND PROGRAM PLANNERS AT THE STATE AND LOCAL LEVELS.
Abstract
THE FIRST SECTION OF THE GUIDE IS INTENDED TO ASSIST STATE ADMINISTRATORS IN DEFINING THEIR ROLE WITH REGARD TO THE PROVISION OF PROTECTIVE SERVICES. INCLUDED ARE DISCUSSIONS OF ORGANIZATION; INITIATING AND REACTING TO PROPOSED STATE LEGISLATION; DEVELOPING WORKING DEFINITIONS OF CHILD ABUSE AND NEGLECT, FORMULATING POLICY, AND SETTING STANDARDS FOR LOCAL PROGRAMS; DEVELOPING LINKAGES WITH STATE AND FEDERAL AGENCIES AND WITH PROFESSIONAL ASSOCIATIONS; SERVING AS AN INFORMATION CLEARINGHOUSE; PERFORMING AN ADVOCACY ROLE ON BEHALF OF FAMILIES WHO NEED SERVICES; PROVIDING CASE CONSULTATION AND TECHNICAL ASSISTANCE TO LOCAL PROGRAMS; MONITORING AND EVALUATING LOCAL PROGRAMS; ESTABLISHING A CENTRALIZED REPORTING SYSTEM AND REGISTRY; AND DEVELOPING A BUDGET. THE GREATER PART OF THE GUIDE IS DIRECTED TO LOCAL PROGRAM PLANNERS AND ADMINISTRATORS. DEFINITIONS OF PHYSICAL AND SEXUAL ABUSE, NEGLECT, AND EMOTIONAL ABUSE OR NEGLECT ARE OFFERED. DETAILED GUIDELINES ARE PRESENTED RELATIVE TO ORGANIZATION AND STAFF STRUCTURE; ASSESSMENT, INVESTIGATION, AND VALIDATION OF CASES; CASE MANAGEMENT (FORMULATING AND UPDATING SERVICE PLANS, CLIENT CONTACTS, REFERRALS AND AGENCY COORDINATION AT THE INDIVIDUAL CASE LEVEL, USE OF THE COURT, MANAGEMENT OF CHILDREN IN FOSTER CARE, TERMINATION OF PROTECTIVE SERVICES, ETC.); SPECIFIC SUPPORTIVE AND TREATMENT SERVICES (INCLUDING THERAPY, MEDICAL, FOSTER CARE, AND EMERGENCY SERVICES); RESOURCE DEVELOPMENT AND INTERAGENCY COORDINATION; STAFF DEVELOPMENT, TRAINING, AND SUPERVISION; PUBLIC EDUCATION AND INFORMATION; AND RECORDKEEPING AND OTHER MANAGEMENT TOOLS (ACCOUNTABILITY, PLANNING, AND EVALUATION).
