This report summarizes the provisions of the Federal Anti-Drug Abuse Amendments Act of 1988 that relate to law enforcement efforts at the Federal, State, and local levels.
Abstract
The law establishes the Office of National Drug Control Policy in the Executive Office of the President, headed by a director with a deputy director for supply reduction and a deputy director for demand reduction. The law also provides for State and local justice assistance grants, the termination of the tenancy of any public housing tenant if a member of the household engages in criminal activity on or near public housing premises, and drug-free workplaces for recipients of Federal grants and contracts. Other provisions relate to the transfer of forfeited property to State or local law enforcement agencies, money laundering, new criminal penalties, civil penalties for possession of personal use amounts of controlled substances, and a demonstration program of mandatory drug testing of criminal defendants.
