A SAMPLE OF 253 FORMER MALE RESIDENTS WAS INVESTIGATED TO DETERMINE THE EXTENT TO WHICH SUCH FACILITIES ARE ABLE TO PREVENT OR CUT SHORT CRIMINAL CAREERS.
Abstract
A DISTINCTION WAS DRAWN BETWEEN YOUTHS WHO BEFORE BEING COMMITED HAD BEEN ONLY SOMEWHAT NEGLECTED AND THOSE WHO HAD BEEN SEVERELY NEGLIECTED. STATISTICAL RESULTS OF THE INVESTIGATION INDICATE THAT THE FACILITIES HAD NO CRIME PREVENTIVE EFFECTS ON THESE JUVENILES. ON THE CONTRARY, THEY INDICATED THAT STATE CHILD-WELFARE RESIDENT INSITUTIONS ENCOURAGE CRIMINALITY, PARTICULARLY IN THE CASE OF JUVENILES WHO WERE ONLY SOMEWHAT NEGLECTED BEFORE BEING INSTITUTIONALIZED.
